This dialogue will explore the implications of key 2015 developments in climate change policy and financing for the rights of Indigenous Peoples and local communities. New research on the gaps in recognition of indigenous and community land rights, on the eve of the Paris Agreement, provide further impetus to calls for increased attention to Indigenous Peoples, community tenure, and human rights in climate change policy and action. With regard to financing, the World Bank FCPF’s Carbon Fund is considering Emissions Reduction proposals that pose significant challenges and opportunities for the tenure rights and livelihoods of forest peoples. Furthermore, new initiatives offer potential to scale up support for community rights and climate mitigation in forests. The challenge is how to ensure strong links between climate financing mechanisms and efforts to secure rights to lands, territories and resources. The Dialogue will provide a platform for taking stock of these climate policy and financing developments and identifying priority steps forward to ensure that the rights of Indigenous Peoples and other local communities are enhanced and safeguarded.

The 2015 United Nations Climate Change Conference, COP 21 or CMP 11 will be held in Paris, from November 30 to December 11. It will be the 21st yearly session of the Conference of the Parties to the 1992 United Nations Framework Convention on Climate Change (UNFCCC) and the 11th session of the Meeting of the Parties to the 1997 Kyoto Protocol. The conference objective is to achieve a legally binding and universal agreement on climate, from all the nations of the world.

The World Council is the principal policy-making body of the World Organization. It decides the World Organization’s policies and ensures that general policies decided by the General Assembly are implemented.

The 2015 UCLG World Council meetings will be held from 4 to 7 December 2015 in Paris, France, at the kind invitation of Mayor Anne Hidalgo, Co‑President of UCLG, and in conjunction with COP 21.

In the programme:

  • The World Council will be held on the morning of 4 December.
  • The Climate Summit for Local Leaders will be held on 4 December in the afternoon, on the occasion of COP 21.
  • The Executive Bureau will be held on the afternoon of 5 December.
  • Parallel events will also be held on the morning of 4 December, before the World Council meeting, including a PLATFORMA event on Climate & Cooperation.
  • A seminar titled “From COP 21 to Habitat III: local governments and citizens at the heart of the challenges” will be organized on 5 December by Plaine-Commune and the UCLG Committee on Social Inclusion, Participatory Democracy and Human Rights.
  • The City of Paris and the Standing Committee on Gender Equality will organize a special session on Women Leadership and Development on 6 December.

The theme of this year’s meetings is “Energy and Climate Change”, and draws on one of the Bank’s “High 5” priority areas, namely to “Light up and Power Africa”. It also reflects the Bank’s New Deal on Energy and the key resolutions from the recent UN climate talks (COP21) on global warming.

The 2016 Annual Meetings theme is aligned with two of the Sustainable Development Goals (SDGs): SDG 7 to “ensure access to affordable, reliable, sustainable and modern energy for all” and SDG 13 to “take urgent action to combat climate change and its impacts”.

The Bank’s Annual Meetings are its largest annual event, and its biggest window on the world.  They bring together some 5,000 delegates and participants, and feature some 40 official events in addition to the Annual Meeting of the Board of Governors, which constitutes the core purpose of the Meetings.

The Bank’s Governors are the Finance, Trade or Economic Development Ministers from its 54 Regional and 26 Non-Regional Member Countries).  The Meetings represent the definitive forum for representatives of Government, business, civil society and media – from Africa and beyond – to debate the social and economic development of the continent.

The Global Environment Facility (GEF) Council meets twice a year to approve new projects with global environmental benefits in the GEF’s focal areas of biodiversity, climate change mitigation, chemicals and waste, international waters, land degradation, and sustainable forest management; and in the GEF’s integrated approach programs on sustainable cities, taking deforestation out of commodity chains, and sustainability and resilience for food security in Sub-Saharan Africa. The Council also provides guidance to the GEF Secretariat and Agencies. The GEF Council meeting will be preceded on 6 June by a consultation with civil society organizations (CSOs) at the same location. On 9 June the Council will convene as the 20th meeting of the Least Developed Countries Fund (LDCF) and Special Climate Change Fund (SCCF), also at the same location.
